Abstract


Since November 1959 the Chinese government to file the form for the first time since the request for the development of rural compulsory education investment system, to put forward in 2001 by the local government under the leadership of the State Council, responsible for management at different levels, county-based system \education management system for rural compulsory education investment system after several changes, played a huge role in promoting the development of China's compulsory education in rural areas. Rural compulsory education management system currently in place for China's western region is not realistic, the western region's economic development has lagged behind the eastern region, central and northeastern regions, do not have sufficient financial resources to financial investment in rural compulsory education . Xinjiang, China's current rural compulsory education investment system also have this problem, Xinjiang is a province of agriculture as a source of revenue, the impact on agriculture vulnerability to the fiscal revenue. Based on the analysis of the actual situation of the rural compulsory education investment system and compulsory education in rural areas of Xinjiang, the following conclusions: First, the existing system of rural compulsory education in the rural areas of Xinjiang defects to be further improved; \responsibility of local government, hierarchical management, county-based system is proposed for the national investment in rural compulsory education system, universal, but for this investment regime is difficult to solve the practical problems in Xinjiang Xinjiang, to be further improved . Second, the sources of funding for rural compulsory education in Xinjiang, mainly financial allocation, other funding sources of instability, to be further strengthened; analysis of the source of funding for rural compulsory education in Xinjiang, to find sources of funding for rural compulsory education in Xinjiang too narrow, which is not conducive to long-term development of rural compulsory education in Xinjiang. Third, the overall supply of funds for compulsory education in rural areas in Xinjiang, Xinjiang compulsory education in rural areas is not conducive to long-term sustainable and healthy development of compulsory education in rural areas of Xinjiang; through research, the security system reform put forward some suggestions: First, to increase economic development in the region . Economic development has a direct impact on investment in rural compulsory education; rational division of responsibilities between levels of government. Compulsory education in rural areas is a bias pure public goods, public goods, and the investment of such public goods is central and provincial governments can not shirk the responsibility of the central and provincial governments in the process of rural compulsory education investment to play a leading role; Third, the establishment of Rural Compulsory Education in Xinjiang subsistence allowances system. The form of a system to establish the lowest line of Xinjiang's investment in compulsory education in rural areas, in order to ensure that investment in compulsory education in rural areas of Xinjiang have some protection; Fourth, the the Xinjiang county government should withdraw from the ranks of the supply of rural compulsory education, by putting the subject changed to the implementation of the main ; Fifth, the establishment of the fiscal transfer system suitable for the development of compulsory education in rural areas of Xinjiang. For compulsory education in rural areas of Xinjiang, the development of the financial transfer payment system suitable for the development of compulsory education in rural areas of Xinjiang, in order to ensure funding for rural compulsory education in Xinjiang invested. In conclusion the nine-year compulsory education in China's reform and development outlook of the twelve years of compulsory education.
