Abstract


The employment is Minshengzhiben Yasukuni policy . 30 years of reform and opening up , with the depth of the market economy and speed up the process of urbanization , China's labor market has also undergone a huge change . The university enrollment , the background of the financial crisis , the employment the problem highlights , the employment situation is not optimistic . Employment pressure in addition to faces from urban unemployed workers re-employment , the transfer of rural surplus labor , also facing pressure on employment from the new urban workforce , including college graduates , including China already very severe employment problems become more prominent . Employment problems in China has become a very affecting stability , important issues that affect economic growth . In recent years , the problem of employment is also highly concerned about the focus of the party and the government , and to develop and implement a series of policies to promote employment . 2010 Report on the Work of the Government clearly want to do everything possible to expand employment , and promoting employment as a top priority to protect and improve people 's livelihood . Fiscal and tax policy as an important means of national macroeconomic regulation , the promotion of employment and play an active role , is an important measure to solve our employment problems . Presented by China's employment under the new situation of structural imbalances in the employment of deep-seated contradictions . The the employment elasticity theory and human capital theory as the theoretical foundation , elaborated from the impact of labor supply and demand both the theoretical basis of the fiscal and taxation policies to promote employment .
