Abstract

Water pricing on the first stage project of the Western Route of the South-to-North Water transfer involves such many kinds of factors as project, technology, economy, policy , water resource distribution , water users and their support abilities ,etc. So it is very complicated and difficult to study. Combining with the water pricing research of the first stage project of Water Diversion from the South to the North via the western course, taking water pricing analysis on major project sluice valve and match project way out, using the water pricing research achievements of the mid course and the eastern course for reference, based on " the Management Method of the Supply Water Price of the Water Conservancy ", and combining with the characteristic of the project of the western course , this paper analyzed the water pricing of the first stage project of western course , the support abilities of different users and price raise space in the future. Finally, this paper put forward the suggestions on the collection , management and relevant supporting policies of the water pricing of western course. The main achievements obtained was as follows:(1) The water pricing overall research thinking and analytical method of the first stage of the project of western course was brought forward. After compare and analysis on the characteristics of projects of water diversion of western course and the difference of water diversion of the mid course and the eastern course, from such aspects as the water pricing partition, the composing of supply water pricing, the enactment of repaying credit type, investment apportionment of major projects and match projects, water pricing calculation of two calculation systems and users support ability, etc., the water pricing overall research thinking and the estimate method of supply water pricing was put forward, which settled the foundation for the research and estimation of the water pricing of the first stage of the project of western course.(2) the water pricing of the major project and match project were analyzed. According to the investment and diversion water scale of the first stage of major project of western course and the estimate method of supply water price, three kinds of investment ways that the country provides funds of 100%, 60% and 80% were established, and the supply water price of the major project, corresponding basal water-price and measurement water-price were analzed. According to the match project investment and water resource distribution, the cost water price of the every tache of match project’ was analyzed. Depending on calculation mothed of every tache water pricing carrying forward, match taches comprehensive water price of three investing schemes of major project was calculated.(3) The support ability of different water users was analyzed. Using the expenditure horizontal mathematics model of the water rate, the support ability of water pricing about general industry user, the coal electricity industry user and urban residents, etc. was analyzed. Through contrasting the water pricing of match project to the user’s support ability, the corresponding raise water pricing space of different users was ensured.(4) The project water rate collection and management of the first stage of the western course were studied preliminarily. Based on the analisis of the current situation water pricing, collection and management of water rate in the Yellow River valley, the establishment of project water price, water pricing system, the collect main body and object of the water rate, collection and management of water rate of the first stage of the western course were discussed preliminarily.(5) The relevant supporting policies and measures of the first stage project of the western course were put forward. The project of the western course is a great diversion water project through different region, involving in many factors. A lot of supporting policies were needed besides manpower, material resources and financial support. Combined with the project characteristic, as far as such aspects as water resource in uniform management, setting up the reasonable water price mechanism, " the Management Method of the Supply Water Price of the Water Diversion Project from the South to the North ", improving the whole society water commodity and saving-water consciousness were consided, this study put forward preliminary suggestion.
