Abstract


In recent years, freeway projects have developed at an extremely fast speed in China, which causes increasingly severe environmental problems. Due to the characteristic of freeway construction, it is inevitable to disturb the earth’s surface, destroys the vegetation. It will bring on more severely soil and water loss without taking any efficient measure which can produce great influence to ecological environment along the road. It is vital to actualize supervision of soil and water conservation project in construction phase of freeway. Supervision of soil and water conservation project in construction phase of freeway have not separated from the principal project supervision, so the supervision of construction process becomes formalistic for it’s inoperative and ineffective. Discussed in this thesis are the key issues related to supervision of soil and water conservation project in Xiaogan -Xiangfan freeway construction which is one of some important technical problems in this major engineering project on the basis of consultancies, inquiries from professional supervision engineers and evaluations from multiple sources. Supervision of soil and water conservation project can be divided into three phases: supervision of construction prepared phase, supervision of construction phase and supervision of defective obligation phase in accordance with construction order. According to its content, supervision of soil and water conservation project can be compartmentalized in quality supervision, expense supervision and pace supervision. In order to control the soil and water loss, this thesis focuses on supervision of soil and water conservation project in construction phase of freeway. The main results of the research are as follows:Firstly, the soil and water conservation project is demarcate in items project ,parts project and units project which consult from the results of research at home and abroad. At the same time, it pointes out how to check the project with environmental protect viewpoint.Secondly, based on the practical experience various types and corresponding working procedure are brought forward in this thesis.Thirdly, a series of operational and practical supervision program, essential and checking forms are brought forward to fit the practical application.Fourthly, the thesis becomes one part of 《Research on Environmental Supervision in Construction Phase of Freeway 》 , which is the supplement of 《Freeway Supervision Detailed Rules of Hubei Province 》 .Through the present studies, the key issues related to supervision of soil and waterconservation in construction phase of freeway which filled up the domestic blank are solved in particular, and the findings and results gained from the research will be, in general, helpful to other similar construction projects.
