Abstract

City is usually the core of economy development for a country or a region, the city-prone trend will make the possibility occurring flood and loss by flood disaster under the same scale rainstorm increase greatly. The security of flood control to a city is closely linked with social stabilization and the development of economy, better establishment for flood control and perfect measurement against flood will be helpful for sustainable development for a city, with the rapid development of city, strict requirements for urban flood prevention were put forth.This article mainly showed the cause of urban flood and its destruction, as well as status of internal and overseas urban flood prevention, according to natural geography, social economic condition, disaster of flood and waterlog and programs planning for a city, it analyzed the trait of disaster of flood and waterlog in the city and existing problem about flood control, researched synthetically prevention measurement in Yancheng city, the following conclusions were drawn:1. By thinking of the correlation among status of prevention in the city, demand for urban development and planning in drainage area, the flood control strategy was put forth that fighting flood by connecting water- logging area, drainage by separating waterlogging area, base itself upon protecting alone.2. Aiming at status quo of urban prevention project and existing problem, under the direction of shortening the line of flood control, increasing the benefit of prevention, reducing project investment and in favor to the combination between urban development and regional project against flood, by comparison of technology and economy, 198.42km2 planning area for flood control was divided into five subarea, leaving Picha river, Xinyang harbor, Tongyu river as regional discharging flood river.3. According to the prediction of social economy status and development planning, flood prevention standard for water control planning in Yancheng city were ascertained as: appeared in the cycle of 50 years in the near future(2005), appeared in the cycle of 100 years at the specified future date(2010). Water-logging control standard in the drainage area were to appear in the cycle of 10 years in the near future(2005), appear in the cycle of 20 years at the specified future date.4. The measure for prevention project in Yancheng city include: repairing riverway by high standard, building revetment and dike in the river for discharging flood, constructing gate for flood control and other matching project, the measure for drainage conclude: forming new reliable system for urban prevention and drainage by regulate water system, repairing and protecting riverway to ensure its capability of regulating sluice, repairing pipe meshwork for drainage and separating rain from sewage, etc.5. Non-project measure for flood prevention included: constructing network system for flood prevention command, formulating preparing scheme against flood and waterlog.
