Abstract


With the electric power engineering contracting EPC (Engineer,Procure,Construct) market increasing competition, the EPC enterprise must improve the management innovation ability, enhance the enterprise and project management level, which can achieve the normalization, routinization and standardization of the project management. To achieve the aim of the project management informationization, establishing the EPC project information management of the integrated platform is the necessary method to enhance the enterprise core competitiveness. What’s more, purchasing management is an important process of the EPC project which links the whole process of contracting industry rules with various professional enterprises and material suppliers. Purchasing management is the chain congruent point of the whole industry, which has an important function to the final achievement. It is the advanced computer information technology and the information system of the EPC general contracting management which is based on the SOA construction idea that play an important role for the establishing of the EPC project procurement management.EPC is the major function of the project material Furnish Dept. The main details are the management of bidding, the administration of the qualified-supplier,the chargement of materals,the material ledger management and others management.What’s more, purchasing management does not work independently, it is based on the unified authentification of the users and the electronic signatures. Besides, purchasing management is the access to the corporation and every department of the administration to share and exchange the information.The aim is to ensure flexibility ,security , stability,scalability of the EPC system.That can avoid the system being an independent island, making better dockings with other system.The system is based on the NET platform of the SOA construction form and aiming to design and achieve the EPC. The major works are the construction of the LAN,the study of the SOA construction ,the development of the database, the safety of the internet, and the other information technology as well as the application of the mobile technology like cell-phone messages.All the parts work together to make a more convenient,more sophisticated EPC platform. The system is a vital instrument of the EPC production in the daily works, it is of great means in the improvement of the purchasing management and making more economic benefits
