Abstract


With the continuous innovation and development of government policy and maturity of national policies, the implementation of government procurement bidding system is an important part in the present financial expenditure reform in China. The basic principle of government procurement and bidding is open, fair, just and free competition. Its essence is the organic combination of the market competition mechanism and fiscal expenditure management, on the one hand making government get goods and services in good quality and low price to effectively save the financial funds; the other hand, expenditure management tending more standardized, institutionalized to improve the efficient use of financial capital. The Government constructs its own procurement bidding management and promotes digital storage of procurement information and network services, which makes it sense to improve the government procurement management and service level.This paper investigates the development background of Weifang municipal government procurement bid, adopting the lightweight Rational Unified Process (RUP) with characteristics of agile development as software development methods and the Unified Modeling Language (UML) as the analysis and design description language to form the three-tier software architecture of the B/S structure. It uses J2EE technologies in technical architecture, specifically the use of the DAO technology to separate the underlying data access logic from business logic, the use of the Struts framework to achieve the MVC design pattern so that separated the view from business logic and data model.This paper has a comprehensive needs analysis and design of the functions of two roles in the procurement bidding system. In the needs analysis process, it uses the question analysis methods based on the problems of modern software engineer and patterns inspired by multi-channel demand, combining with agile development ideas to establish the needs of systems. The system achieves all the functions of the government procurement bidding, from the procurement unit functions management to supplier management function, realizing the management of procurement plan, procurement and reporting, project implementation, protocol procurement; facilitating queries and maintenance of system-related files based on user groups, operators and other data. Achieving an agreement on the basic management of the procurement contract through procurement management by agreement;, completing authorized processing to the operator through the user management; completing publishing the bidding questions when suppliers do the bidding documents through the completion of the project implementation management of; viewing bid summary sheet through projects query management; completing bidding inquiry online without the need of bidding tenders through inquiry procurement management; completing bidding application, upload and download tender documents through application management, Ultimately realizing the government procurement bidding business needs.With the development of procurement bidding business, the next step will be in the business not fully developed areas and for further improvement systems from two different perspectives:system and business. More friendly interface, more human interaction, more powerful query are the improvement direction of the system in the next step.
