With the rapid development of information construction in our country, office network and e-government network in county and township are beginning to take shape. Various types of software in application and management are enriching and consummate quickly, and more and more information is processing by internet. The questions of information appear more and more important such as timeliness, confidentiality, authenticity, integrity, non-repudiation, and so on. So it’s essential to develop a network office system to complete resource sharing, encrypted transmission, and treatment by using internet as a physical link.In this paper, an office network platform possessing consummate function and good adoption ability was constructed at the premise of transmitting abundant information safely. It took fully account of the practical application environment in the program designing process. It reflected the principles of safety, wieldy, advance, efficiency, applicability, and openness in design.This system was designed according to the actual situation of Gaomi, and it’s an information office network platform that has relatively complete function. The system architecture was based on the Web of B/S and C/S structure of the multiply information platform. Systems analysis and design stage adopted UML model. In coding stage, PowerBuilder language environment combining SQL database system was adopted, followed by system debugging and software testing. Backgrounds used Microsoft SQL Server 2000 as database server and Internet Information Server 6.0 as the information server.The main task is how to develop municipal information management system for municipal party office, through this system, not only to meet the users of municipal party office needs of document flow, personnel management, document management and the other relevant information of query, but also to meet external users of information browsing. System contains intranet and extranet, the intranet contains roles and permissions management, document management, desktop management, personnel management, document management, system management; each module also contains different modules, used for different functions. The system has been used in practice and is well-functioning currently. It has realized the initial design goal, and met the demands of the municipal office network. With the continuous development of information technology, the system will be upgraded continuously to adapt the new demand at work.
