Abstract

To protect the national sea and ocean is the duty of Ocean Office by the government. The NNRPD is honestly on duty. They put the ocean administrative management and the law supervision on top of the list.They also pays attention to the ocean scientific technology survey and public service.They get the work in all positions and make their efforts to serve the national economic and country protection.Under the National Ocean Office instruction, the NNRD has observed the foreign ships undertaking the scientific technology survey in the specific economic area in our country for many times in our country in recent years. They have made great contribution to protect our ocean’s interests and rights. And they made the China Ocean Supervision to be the frit one in protecting the national ocean rights and interests. They also completely show the country’s capability in the ocean supervision.According to the real background and business demands of NNRPD fully comparing and analyzing current platform framework,the system has realized the MVC design thought to develop Ocean Administration Management Department on the J2EE platform by using framework systematically.The system provides software system structure,function module and realizes technology route in a systematic way.In the process of system realization we have studied the swing technology which bases on JAVA developing platform,partly designed core business and interface which occurred in the process as well as gave specific realizing technology and methods.Finally we constructed Ocean Administration Management platform system framework which is based on B/S structure.The context is about how to use the technology to manage the information of NNRPD. On the basic of facts NNRPD the main contribution of the text is to analyze the system demand to the supervision and law observes information system and to give the system’s functional and non-functional system object. The book meander the system’s general and main parts design. This has almost completely the system’s design and realization.The system is lead by the ocean scientific study by the means of information. And it has improved the normalize level of placing on file, registering, carrying out and so on. And to the work’s moving,bursting argentine and other characterize,the system can unify the directive rules, stander the work procedure the case and control the point so that it can improve the casing quality and law level.The adaption of the system can realize obtaining evidence on the spot,handling the record,punishing the administration and stamping the fine document.The system can give the beneficial support to the scene law working through the people’s terminal.And help the staff handle the spot conveyable,quickly and accurately.The officer give the obtaining evidence information handling result and punching information to the static centre and command centre background system so that the background system can file information sum up, report and note the related director and working office.The system has been completed, and it runs well.In the actual work, it improves the efficiency of executive date integration registering.It relieves the working strengths, and it lowers production costs. It raises the working efficiency, and strengthens the communication with leaders. It plays a great role in the modern reform of administrative management.
