Civil administration, is that all civil administration departments and supervisor service organization, in the light of party and government’s responsibility, which uses administration means and service ways to manage and serve society. According to the reality that many professional works in my city’s civil administration need workers to collect by hand., in order to make full use of the limited resources, to improve efficiency of different levels civil administration, to provide timely and effective service, we design a system combining C/S with B/S and only using in internet office——county civil organization internet office system. After beginning to use the system, users can adjust information sharing and function. The design and implement of the system not only can regulate our city’s civil organization, but also make it timely and convenient.In the paper, the writer analyzes the system development background firstly, summarizes main questions to be solved, and simply introduces the main technology and contribution which the system adopts. In the system’s design, writer follows union modeling language UML strictly. The system uses example picture and live image to express users’main requirements, adopts logical chart and net picture to express system structure, uses relation chart to express system static state structure, and use state picture to express dynamic structure. In the enforcement part, system uses the development environment of PowerBuilder 9.0 and the SQL Server 2000 together.The paper mainly researches on how to develop and realize civil organization internet office system. According to the system, we not only can let users publish and correct information, and inquire, search and print all information, but also meet all different departments to make the second development. The system design five main modules:personal office, public affairs, work line, present communication and system management. Every module contains different sub module to realize different function. After finishing this, the system can automatically issue, correct, inquire and adjust information, realize design aims, save time, improve efficiency, and meet work requirements. With the development of society, the business requirement of the system will promote, and the system can gradually renew to adapt new requirements.
