Abstract


The innovation of China and the transformation of system and society have broken down pole-monopoly traditional public goods provision mechanism, and step by step, set up co-participating of public goods provision of government, market and non-profit organization. But during this time, lacking of society governance practice, there are many disadvantages in traditional provision pattern. In fact, low efficiency, supply shortage brought by the government monopoly provision. In some public fields, market lacks of necessary competition system and motivation. The theories and practices of non-profit organization are developing, but there are less deep researches on them. Not many people pay more attention to the non-profit organization. The result of its operating is not satisfied.This essay, starting with the concept development of public goods, considers the public goods provision patterns and the factors that affect it. Then analyzes the characteristics and problems of Chinese traditional public goods provision and its innovation.Taking the reference from the theoretical innovation of foreign countries and based on the practical development, this essay also reinvestigates the relation between the government and public goods provision. In return, comes up with the approaches of Chinese public goods provision reform. These approaches are scientific clarifying the role of government in the provision, perfecting market provision mechanism and promoting the development of non-profit organization. Pluralistic subjects including government, market and non-profit organization, further, this essay makes a deep analysis on the coordination among pluralistic subjects and gives suggestions on the public goods provision of our country.
