Abstract


Confronted with the huge amount of difficult task assignments in a tight time frame for high speed wind tunnel testing, High-Speed Aerodynamics Institute (HSAI) is in urgent need of more efficient and effective test management instruments to achieve better quality control and information application.Given the circumstances, this paper is an attempt to provide a methodology for improving HSAI’s overall test quality and efficiency as well as upgrading its data management and application level. Starting with test quality control and test data management, the research effort was focused on management and application of test data in a broad sense. Centering on test data and taking into consideration the reality of HSAI, this paper stressed exerting tighter control over wind tunnel test procedure by means of project management methods and collecting extensively test data and relevant parameters as well as characteristic information that may impact test data application so as to achieve the effect of promoting test data management through quality control.In this paper the concept of“data ecological system”was introduced and crystallized to form a healthy“lifecycle”of test data management. The ultimate goal of this research is to cover the management of all tests and scientific research programs. Thus the research itself was conducted as a project and the project management methods were verified in the research process. With respect to the characteristics of wind tunnel testing and the heavy workload of post-quake restoration at HSAI, project progress management and risk management were singled out for analysis to develop a simple and practical set of methods for risk analysis, quantification and tracking. At present, the project is under trial operation at one of the high-speed wind tunnels and has yielded inspiring results.
