Abstract


Since China’s reform and opening-up, with the transformation of the planned economy into the socialism market economy, the ownership structure in China has changed from the single Public ownership to situation in which the public sector remains and diverse sectors of the economy develops side by side. China’s Non-State-Own economy gains fast development under the system change led by the CPC and the government, and becomes an important part of the socialism market economy in China. The development of China’s Non-State-Own economy is a process that makes the old system obstacle and breaks the system obstacle continuously and then provides the system needed. Its development successively experienced open private economy, the wide development of the household contract responsibility system in can try side, township enterprises, and foreign-capital enterprise, the legalization of Non-State-Own economy, the contention on the ownership system, diverse sectors of the economy develop side by side and the fast development of non-State-Own economy etc .One of the main problems lacing the Non-State-Own economy now lies in our policies of encouraging, supporting and guiding the development of Non-State-Own economy still remaining on the macroscopic level. There is a big gap between the aspects such as the concrete system arrangement, concrete law system, the specific operating regulations, and the principle of encouraging development of Non-State-Own economy. Currently, The system obstacles facing the Non-State-Own economy includes the system obstacle market competition, finance providing channel obstacle, the obstacle in the law of the property rights protection etc. These systematic obstacles seriously obstructed the development of Non-State-Own economy in China. To make the Non-State-Own economy grow healthily and develop quickly, we must take to arrange the system scientifically by ways of, establishing law environment of the property rights protection, improving social service and support system, and the Non-State-Own economy itself strengthening its economic system construction etc. These system innovation can accelerate the development of Non-State-Own economy in China。
