Abstract


With the deepening of China's reform and opening up and the rural economic system reform and industrial restructuring, the acceleration of the transfer of rural surplus labor, more and more migrant workers in cities, the formation of large groups of migrant workers. The migrant workers, not only improve the income of the farmers, to promote the development of rural areas, but also made great contributions to the development of the urban economy. However, due to the urban-rural split dual household registration system, migrant workers in the city in a very awkward marginalized: in the city, they are the \them outside year round, most people are not engaged in agricultural production, not the true sense of the farmers. With the continuous progress of the urban social security system reform, the town Pension Reforms in the gradual deepening of the interests of rural migrant workers and social security is increasingly a cause for concern, but people are more concerned about their medical and work-related injuries insurance, endowment insurance of migrant workers problem itself is complex and arduous nature, academia discussed is not much. Central and local Fang Duinong migrant workers pension insurance there are a number of provisions, but because of the problem of migrant workers to the complexity of these policy implementation effect is not ideal, migrant workers did not get a real old-age insurance. Despite the difficulties is an objective reality, but the old-age insurance of migrant workers the need for its implementation, and the later, the higher the cost will be paid in the future, the endowment insurance of migrant workers and some suggestions. The text of this paper is divided into six parts, the first part briefly reviewed the history of the migrant workers and migrant workers groups and expansion of the positive impact on the socio-economic development; second part of the central and parts of the existing migrant workers pension insurance policy the introduction and evaluation, the conclusion is that these policies in the positive sense, but the fact is that many provisions are not conducive to migrant workers pension; around the effect of policy implementation, the third part of the brief description, and its implementation is not ideal the reasons for the implementation of migrant workers pension insurance does have its difficulties; Although the implementation of the endowment insurance of migrant workers have difficulty, but the implementation of the necessity and feasibility, the fourth part of this analysis, and in Section V presents policy recommendations.
