Abstract


The research on psychological warfare under High-Tec conditions is to comprehend thoroughly the function, the characteristics and possible means of the modern psychological warfare, which will provide beneficial methods to the psychological war and military intervention if Taiwan issue is to be solved non-peacefully In addition, the research is to help to establish our strategy of developing psychological war and to elevate the efficiency.This paper is composed of four parts. The first part illustrates the importance of psychological warfare under high-tech conditions from the aspects the relationship between the psychological war and the nations strategy, military strategy, and win-or-lose of the war. The second part analyzes the characteristics of modern psychological warfare, The third part is about the influence of the psychological was on the psychology of soldiers, The last part puts forward three possible solutions and counter-measures, i ? e, to explore and research the theory on psychological warfare with Chinese characteristics, to set up a professional team and to program the psychological war in accordance with the general strategy in order to the construction of our army.To address the topic, the author has chosen a new perspective, in which historical background and practical situation have been combined, strategy and battle have been combined and periods of peace and war have been combined, to make a thorough and profound research on psychological warfare under High-Tech conditions, In addition, research methods have been adopted such as systematic analysis, general deduction, practical application and innovation. Thus,, the author comes to the conclusion that construction of psychological war can be propelled only when the strategy has been established and position of psychological war has been emphasized, and the ability to manage psychological war can be improved only when the professionals have been well trained, and effectiveness of psychological war can be achieved only when various means is various fields as political, diplomatic economic military. Cultural and technological ones have employed.
