Abstract


Urban construction is a shortage of funds in the development of urbanization in China \As China's central province of Hunan , the urban infrastructure investment and financing levels are incompatible with the urban scale , compared with the other provinces are also at a disadvantage. Therefore, we must Hunan urban infrastructure level for qualitative and quantitative analysis , and learn from the advanced experience of foreign cities , the establishment of a sound , in line with market economy rules of urban infrastructure investment and financing mechanism . This paper, based on Marx's labor theory of value , Samuelson 's theory of public goods and the related investment and financing theory , first introduced China's urban infrastructure investment and financing history, discusses the Hunan urban infrastructure investment and financing situation, through horizontal and longitudinal comparative analysis reveals Hunan urban infrastructure investment and financing problems ; then Hunan urban infrastructure for investment and financing system problems in a theoretical model analysis , using a project distinction theory , construction system of government investment and social investment diversified investment system , investment and financing system reform proposed target pattern ; went on Hunan urban infrastructure investment and financing of existing modes are the pros and cons analysis , drawing on international investment and financing new models - project legal system , the design of the city construction investment holding company as a platform to project legal system as the core of the new financing models ; final analysis of the existing urban infrastructure Hunan investment and financing , and learn from foreign investment and financing innovative way , the new urban infrastructure in Hunan Province financing options are suggested.
