Along with the development of computer technology, information technology has been in water conservancy industry get more and more widely used, the traditional GIS based on C/S (Client/Server) structure model of flood control and flood prevention work in application system played an important role, but due to the C/S structure itself, and the limitations of spatial data sharing demand, the urgent need to develop a set of application system based on WebGIS flood control and flood control and meet the requirements of the job. This paper introduces the geographic information system (WebGIS) as a platform to the industry such as the mainstream middleware technology development completed based on Internet/Intranet "Yellow River downstream work feeling danger in consultation with the system". The system is the basic framework, logic structure and function structure, mainly introduces the development platform of MapXtreme based on WebGIS middleware system structure, middleware module design, and give the example analysis. Users access to the system can intuitive understanding of the key parts of the Yellow River flood control and real-time water rainfall regime, work feeling, basic map amplification, narrow, the basic function such as roaming, can carry out the precipitation station, engineering point of the object, such as XunQing work feeling inquires the, thus effectively support the decision in consultation with the rescue.
