Abstract


Making overall plans for urban and rural area development, and for regional development is the core requirement of the economic society -development of our country. The Middle Area is the centre area of the problems of the agriculture, countryside and peasant which include a large population in the countryside, much workforce export, little average per person cultivated farmland, and many rural debts. The Middle Area is also the key region which bears the east and opens the west, and the inter-dynamic key area between the north and south, so that its development can benefit the whole China. Solving the problems of the agriculture, countryside and peasant of the Middle Area can play the double function which coordinate urban and rural development and regional development. in areas to settle them well. In reality, the development of the Middle Area lags behind not only the east but also the west, so as to form a so-called "the collapse in Middle Area the middle part ".which is mainly caused by the problems of the agriculture, countryside and peasant of the middle area. The reason lies in the long-term scissors difference between industrial and agricultural products, he bases of grain, cotton , oil t in the middle area exports much wealth as well as agricultural products. In addition, the comparison income of grain is low, and there lacks of the state policies advantage in the Middle Area ,These inevitably cause the backwardness of the Middle Area. The key to solving the problems of the agriculture, countryside and peasant of the Middle Area lies in: the adjusting the non-balanced development strategy; Widening policies of our country to the Middle Area; Promoting the freedom flow of key elements to lead the industry to shift to the Middle Area, Strengthening the basic education of the Middle Area, etc. Reaching the problems itself of the agriculture, countryside and peasant of the Middle Area, since the Middle Area is the centre area of them, nearly every measure which helps to solve the problems is suitable for the Middle Area, including expanding non-agricultural employment, increasing investment, strengthening public service in the countryside of the Middle Area, protecting the cultivated farmland well, so as to realize the sustainable development of the Middle Area countryside.
