Abstract


Comprehensive emergency government linkage and service management system is a connotation of a variety of business application systems integration system , which is characterized Alarming processing , data sharing and business collaboration , support of ad hoc decision-making and map services . Due to the increasing complexity of emergency events and emergency management needs of the growing need to develop a new emergency response system that can accommodate the above features . But because of the the emergency business process is too complex , people for lack of knowledge of emergency response , information exchange barriers between the various functional departments , and the efficiency of decision-making in response to the face of unexpected events and many other issues . The subject not only to develop a system , the more important is how to streamline business processes , thinking about the collaboration between the various functional departments , given an efficient emergency response program . In this thesis solve the above problem , a comprehensive emergency government linkage and service management system business processes , data structures, and functions of the department of business processes , in-depth study . Emergency management and emergency decision theory , the use of a multi-force -one way to improve the efficiency of the response alarm . Plan for digitization and the introduction of the GIS system , the accuracy and efficiency of the ad hoc decision-making . Various departments of the business processes and data integration , the establishment of a unified data structure standards , in order to achieve the goal of business collaboration and data sharing . Ultimately achieve a truly efficient integrated emergency response and service management system .
