Abstract


Yan'an period (October 1935 - March 1948) is a Chinese revolution in the history of the most important periods. In these 13 years, the Chinese Communist Party from small to big, from weak to strong, revolutionary forces from the initial tens of thousands of people to the development at the end of millions of people, the revolutionary base areas also by a limited number of development to almost all over the country. In such a short period of time to achieve such success, which is the party's right decisions are inseparable. Therefore, this paper put Yan'an party's decision-making mechanism as the research object, by the time the party's decision-making bodies set up its division of authority, decision-making principles and methods of investigation, to analyze the party's decision-making process and characteristics to the current party decision-making mechanism of the development and improvement to provide reference. This total of four parts: the first part of the Yan'an period before the party's decision-making bodies traceability, based on the analysis of Yan'an party's decision-making body of the composition and functions. Pointed out that the CPC Central Committee's decision-making body mainly by the party's National Congress, the Central Committee, Politburo, Central Committee, of which the Politburo and the Central Committee at the decision-making core position. The second part of the combination of specific historical examples further analysis of the party's decision-making of the specific process and influence the decision to form a variety of factors. Decision-making process, including decision problems and decision-making goal setting, decision-making data collection and analysis, decision-making in the design and selection, making the implementation and post-implementation adjustments and amendments. Influence decision-making by many factors, not only the political objectives and programs, there are also political parties ecological environment, but also includes political leadership's understanding differences. The third section identifies the time the party center of the basic principles, methods and characteristics from the decision-making point of departure for decision making objective basis and decision-making approach angle, further analysis when decisions can be reasons for the success, in order for the current The decision to provide reference and new ideas.
