Abstract


In spatial development planning system, the questions about the status, trend, compile of the urban development strategic is still in discussion. Besides, the national economy and mid-long term planning of social development has germane contacts with it in the field of strategic、macrocosm and the strong influence to the urban development. Regards the two as the comparative target, with the comparison about the 《The Concept Plan of Guangzhou》and the Economy and Social Development Planning as the realistic example, the article try to sum up the each pluses and minuses in instructing the city to develop by comparative analysis the two plan belonging to two different systems at present in implementing effect、organizing mechanism、preparing method,etc, thus predict the development trend of the strategic planning, put forward the relevant suggestions on the development strategic planning in terms of strategic management finally. Article expound the background and meaning of the comparison among chapter one. In the chapter two, the writer begin to sum up and analyze the current development situation and compile situation about the domestic and international, then analyze 《The Concept Plan of Guangzhou》in general method and system. In the chapter three, the writer first make preliminary research and summary to the economy and social development planning, then comb the relation between them, predict the developing direction in the future about the urban development strategies. Finally analyze the economy and social development planning in Guangzhou, summarize its train of thought in development. Based on the comparison and analyze, the writer summarize the tendency of strategic planning: In the long run, with the setting-up of government’s unified urban development planning system, urban development strategies ought to be listed among them, is prior to the master plan to work out. As regards the near future, the urban development strategies might jointly work out by government functionalized constitution by organizing many department、multi-disciplinary expert, or be listed in the economy and social development plan system, as the urban long-term plan, implemented by the urban middle and short term plan. Based on the above comparison and analysis, The writer think the compile about strategic planning can be divided into several respects: compile system, content system, enforcement system, support system, consult system, which should be comb separately. The writer put forward the relevant suggestions at the end of every part.
