Abstract


Resource and environmental problems are lingering pain post-industrial society , sustainable development has become a generally accepted international community development model, in this context , circular economy and industrial ecology have generated them as a new concept of development or cross- disciplinary, in order to reduce industrial pollution and promote sustainable development of the whole society to provide a theoretical reference and methodological support these theoretical discipline since the 1980s, after the birth of a cause for great concern , and put into action . Eco-Industrial Park of circular economy and industrial ecology as an important application field is a kind of pursuit of higher material utilization and energy conversion efficiency , less waste emissions or zero emissions target enterprise geographic distribution form . China since 1999 started construction of eco-industrial parks since the pilot project , all types of eco- industrial parks are emerging, some park has initially shown considerable ecological and economic benefits . As an important industrial center in Hubei province , as irrational industrial structure and layout of the industrial \industrial competitiveness , and promote the sustainable development process in Hubei has important strategic significance. Currently, Hubei should serious waste of resources , polluting enterprises begin by creating circular economy enterprises, vigorously improve resource and energy efficiency , but for some infrastructure and industrial ecology better conditions for traditional industrial parks eco-industrial park pilot , for five to 10 years to establish one to two national and a number of provincial eco-industrial park. Hubei Province, the relevant government departments should promptly promulgated relevant preferential policies to increase investment, planning and construction of the park to solve problems , to accelerate the construction of eco-industrial park in Hubei provide organizational guarantee and technical support.
