Abstract


Preferential Rule of Origin is the Rule of Origin performed single-sided by a country, or by more than two countries (regions) after the agreement that the rules are applicable in the countries (regions) involved. It is used in the Generalized Systems of Preferences and all kinds of rapidly-increasing Region Trade Agreements. Generalized Systems of Preferences is a tariff preference systems given by the developed countries single-sided to the developing countries. With over 30 years passed, new preference lists and details which are introduced under the fixes on the Rule of Origin made by the donor countries are adjusting the trading relationships among the participants. Another Preferential Rule of Origin is widely used due to the rapidly-increasing Region Trade Agreements —the trading countries ally to develop the world market. The exclusive trade rules protect the enterprises and markets, while the negotiations among the trading partners accelerate the uniform process on the Preferential Rule of Origin. The article firstly describes the birthplace of Preferential Rule of Origin as well as the newly development and rules. With the showing of the present situation in the usage of Preferential Rule of Origin, the description about the future of Preferential Rule of Origin is given. Then, there follows the suggestion that the country shall react to the changes and participate in the Region Trade Agreements which will break the trade barrier. In the end of the article, Statements are concluded that expert team shall investigate on the Preferential Rule of Origin to use it as an adjusting tool of our trade strategic goal. At the same time, China shall actively take part in the agreement’s assignment to improve the discussions between other countries (regions). By giving the uniformed definition of Preferential Rule of Origin as the combination of Generalized Systems of Preferences and Region Trade Agreements and suggesting that China’s Preferential Rule of Origin shall be constituted, the research of the article establishes the basic theory of the produce of China’s Preferential Rule of Origin.
