Abstract


With China’s government shifting its focus from economic development to economic and social development together,the government’s capital investment has increased year by year to the construction of social security system.The mature economic base and humanist political philosophy will perpetuate the construction of social security system which aims our country from ensure national basic life needs to raise up the pursuit of national happiness goals. In this context, emphasizing to improve well-being as the guidance of the construction of social security system is not only the correct for economic indicators, the guidance of the system, standardization of national development requirement rule, but also deepen the mean of people oriented,constructe the harmonious society’s decisive content.This paper try to see things from the social security system of theoretical guidance, content design and operation subject three aspects discussed to improve the well-being of our country is oriented construction of social security system. And on the analysis of the present problems of social security system of the seriousness of this paper ignore happiness. The author thinks that, China’s social security thoughts initially already showed the idea of pursuing people happy, but as to speed up the economic development of barycenter, originally as improve well-being means but became purpose, cause social security guiding ideology away from happiness. And now is the social people-oriented sustainable development opportunity, at this time to emphasize the ultimate pursuit of social security, improving national happiness is necessary. Based on this, also will be the social security system as an organic whole, in order to improve the well-being as the guidance, before the construction of contour, in order to be outlined for more academic a view to play a valuable role.
