Abstract

As China's socialist market economic system gradually improved, and the accession to the World Trade Organization, the government put forward higher requirements, our local governments are constantly streamlining and transformation of functions. As a local government level is an important one - the county, how to change, and associated with the establishment of the socialist market economic system and development to adapt, adapt to the international trend of administrative reform, establishment of a clean and efficient government service, has become an important issue before us. In this paper, Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the 16th Party Congress and the Sixteenth Third and Fourth, Fifth Plenum as a guide, combining theory and practice from the perspective of Xuchang County, Henan Province as an example on China's reform of county government agencies to streamline existing institutions and personnel conducted a detailed analysis of the problem and proposed solutions to this problem. Chinese county-level administrative reform fundamental task is to continuously optimize the administrative system reform and the establishment of high quality and high efficiency administrative system and cadres in accelerating the establishment of a socialist market economy economy while strengthening the government's ability to guide and promote the development of for China to create conditions for economic and social development. 3, the present, our county government institutional reform process, although there are agencies and personnel to streamline the difficult problem, but this is the problems encountered in the development. As long as we face the reality of Deng Xiaoping Theory as the guide, according to Jiang Zemin \problem, create economic development compatible with the era of clean, efficient, well-coordinated and standardized administrative system of the target county will be able to be realized.
