With extensively applying of integration technology based on IEC 61970’s series standards in the dispatching center, the applications in the dispatching center, such as Energy Management System、 Dispatcher Training System, Dispatching Management Information System, could interact with each other and share their data. As progresses always go with new challenges, those applications constructed over data communication network and the interaction among them also have brought a new security trouble named the network information security to the operation and control of power system. Aiming at solving this intricate problem, specialists in power system at home have partitioned the information systems and the communication network into several subareas according to the architecture of management in the power industry. What the specialists have done makes the secure data sharing to be a new problem.Aiming at this problem, this paper devises a dispatching data sharing platform based on security partitions and IEC 61970, and then discusses some key technologies concerned with the implementation and development of the platform.Firstly, the paper devises the dispatching data sharing platform based on security partitions and IEC 61970 after analyzing the data flow characteristics among different security partitions. It further illustrates the design of the power dispatching data-backup that is the core of the platform.Secondly, the paper devises a framework of message-oriented middleware based on Common Object Request Broker Architecture as the infrastructure of the platform and then analyzes the communication flow of CIM/CIS interfaces among different applications over the framework.Thirdly, the paper makes some research on two security strategies that arenamed Role-Based Access Control and Security Isolating, and then devises the sketch of their realization in the platform.Lastly, the paper introduces the testing results of the platform, and makes a summary of the research and- development works about the platform. The prospect is also given in the end.
