Abstract


Urban sewage treatment facilities that are urban public infrastructure, which is usually by the government financing the project construction. But now its investment and financing, construction and operation exposed the drawbacks, reflecting management system and operation mechanism of the market economy are not suited. Urban sewage treatment facilities is difficult to give full play to the effectiveness of a direct or indirect threat of urban water environment safety. This study combines the province ADB loan project wastewater management practices, organization and implementation of related projects through domestic and international comparative management model, with case projects in the organization and implementation of the management model for the weaknesses of reference and try; on urban sewage treatment works construction of the project management methods, sewage treatment company's financial and organizational management of the system analysis; and on this basis, the establishment of the \and management of reference to ensure the smooth realization of the goal of building works, so that the project is completed in the organization and financial independence and sustainability of the urban sewage treatment facilities are able to operate effectively, give full play to social and environmental benefits. The main contents of this paper: (1) systematically domestic urban sewage treatment works construction and implementation of the project organization and management of the implementation of inductive analysis, organization and implementation compare the advantages and disadvantages and construction management, including the management of government investment mode (Engineering Command Ministry of proprietorship, Agent System) and market-oriented mode of operation (BOT, PFI, TOT, etc.). Research and establish the actual situation of the project to adapt the organizational implementation and construction management, is an important guarantee for the smooth implementation of the project. (2) Projects with case study of urban sewage treatment project construction management methods, including bid management, contract management, schedule management, cost management, quality management, safety management, resettlement, environmental management, etc., in order to project construction the whole process of scientific, rational and effective management to ensure the sustainability of project construction, shorten the project construction period and reduce the investment cost. (3) combined with case project to study urban sewage treatment facilities operate security key - institution-building and financial management measures, including the construction of sewage treatment company organization, financial management, sewage treatment fee management, etc., in order to ensure the project is completed in organizational and financial independence and sustainability of the sewage treatment enterprises have become the main body of market operators to complete the corporate reform, the establishment of a dynamic enterprise management mechanism, independent, self-financing. (4) the establishment of urban sewage treatment project performance management system to track the entire process of project construction, performance indicators including construction progress, organization building, human resource management, resettlement progress, environmental improvement measures, financial and operating performance, project service area of ??the city to improve living standards, so as to ensure that the relevant units in a timely and comprehensive understanding of the progress of the project and timely solutions to the project implementation process problems found.
