There were many problems to be solved in the regulation formulation of flood prevention assessment report for construction projects, such as ill management, no unify forms in the contents, methods and conclusions in the formulation process. By study for some important problems, such as structures located in the river management scope impacts to river planning, river steady, flood routing in the river, flood control and water project management, etc., and analysis for the foundations, principles, main contents, calculation methods, assessment integration and technology speculations, the basic frameworks and main contents were given about the regulation formulation of flood prevention assessment report for construction projects. The main contents in the report include general rules, summary, construction project, river development, flood control calculation, some compensation measures for impact to flood routing, investment estimation, conclusion and suggestion, etc. The main censorship points were put forwards. The formulation of the report was standardized to be an important measures to manage the construction projects located in the river management scope. Before the projects are constructed, the construction projects impacts to existing structures can be determined and some measures to control these impacts will be made to avoid loss.
