Abstract

The project contractor evaluation and selection is a complex and difficult task, and it comes to all aspects of the contractor's qualifications, in the evaluation and selection of the contractor, you need to have some knowledge of the decision makers of the Contractor. As social activities have become increasingly complex, the structure of the project is also becoming more and more complex, the many evaluation has not carried out by a single decision-making individuals, we must rely on the collective wisdom to achieve. Due to the vagueness and uncertainty in the judgment of things at the same time, policy makers often expressed different preferences. At these uncertain form of decision making more and more concern and attention of experts and scholars. In this paper, through the evaluation of decision-making in a variety of scenarios project contractor screening analysis, based on the evaluation of decision-making in the case of a single decision-maker of the incomplete linguistic assessment information based on the evaluation of the decision makers attitude information and research based preference ordering Decision Assessment. In a single decision-making and group decision-making on the basis of a preliminary screening of the contractors. Contractor to the contractor after the screening for a new round candidate analysis contractors characteristics, combined with the constraints of the project, a task-based and contractors characteristics of multi-objective task allocation model, and select the appropriate project tasks task allocation. The main results are as follows: (1) comprehensive ability of the project based on the incomplete linguistic judgment contractor evaluation. Research contractor evaluation consistency determination under the the incomplete language preference information given a satisfactory consistency known mining method for the correction of information and incomplete information. On this basis, the establishment of the to solving incomplete linguistic judgment the weight matrix properties planning model, rational and effective sort of individual contractors. (2) consider the different decision-making attitude build project contractor evaluation model. Preference for different levels of contractors for a single decision-makers understand or more of the decision-makers the attitude preference awareness of different contractors, given the decision analysis methods based on different decision-making attitude. A the gray interval containing extreme contractors or extreme policymakers language decision problems. When the decision-making process, contain extreme contractors or extreme decision makers, language given by the decision-maker judgment matrix, analysis Find demarcation contractors or extreme decision makers, on a consistent basis, given judgment matrix element correction method solve the model based on the consistency of the weights, to compare the sort of project contractors. (3) Based on the evaluation by the project contractor preference ordering group assembled model. For contractor evaluation preference order form is given based on the closeness of the decision makers Sort contractor evaluation and analysis methods. Proposed decision makers Sort consistency defined feedback to its own sort of appropriate amendments proposed a Sort close to the degree of the decision makers weights based planning model, solving various decision-making, according to the degree of consistency on the part of the decision-makers by the weight and the build-up of the final contractor sort. (4) based on multi-objective the contractor task allocation model and its application. Through the analysis of project tasks, as well as contractors characteristics, given the multi-objective task allocation method. Analysis of contractor characteristics, combined with the constraints of the project, a task-based and contractors characteristics of multi-objective task allocation model, and select a suitable contractor to carry out the tasks assigned to project tasks.
