Abstract


Being the tools of Value-Based Management, the use of Economic Value Added (EVA) and Balance Scored Card (BSC) has been embracing success. However, so far, their application is limited in the enterprises and not combined or extended into construction fields.In order to solve the problem above, in the first chapter, Framework of VBM based on EVA & BSC is presented.In the second chapter, the nature of highway and highway network are presented after the review on the previous research of highway and highway network. And then give the idea that only in the network, highway can realize its value based on the systemic theory. Hence this paper focuses on highway network solely. Hereafter, present the value viewpoint of this paper - the value can be measured by market, based on the review on the value viewpoint of economics and philosophy. Then, define the value of highway network. At the end of this chapter, discuss the condition, significance and feasibility of the application of the VBM system of highway network.After the theoretical demonstration, in the third chapter give birth to the model of the VBM system of highway network. Firstly, summarize and analyze the exist index of highway and highway network evaluation. Secondly, present the principle of how to choose the index. Thirdly, give birth to the causal figure, finish the exploitation of the scale and illustrate the concepts of the index and their applicability. At last, checkout the model.In order to make a further checkout of the model, in the fourth chapter of this paper, apply the highway network of Henan Province to the model. Use the retractile questionnaire and SPSS 11.5 to finish the statistics and analysis. Based on the result, give birth to the VBM system of highway network of Henan Province.At the end of this paper, summarize the conclusions and innovative points, point out the limitations and prospect the following research.
