Abstract


Due to the acceptance when joined the WTO, China will open the RMB market by 2007entirely。So it becomes a necessary act to develop some high-efficiency small and medium-sizedfinancial institutions, for they can break the monopoly of large finance institutions and boost themarket principle’s adoption of financial circulation’s mechanism. To the world’s scope, we cansee there are a lot of regional banks being with the few large banks, for example, there are20,000 in United States and 90,000 in Italy.It’s one of the important approaches to build a diversiform finance body by CommunityBanks. Community banks can expand the effective range of the banking system, deflate the gapof markets, maintain the market share of national banks, and reduce the pressure directly givenby national or international banks. Community banks have been an important part of the wholefinancial system for a long time overseas, there have been many researches of intention orextension, and they belong to the most important parts of financial researches. In china, theresearch of community banks is just at the beginning stage, most of which are barely about theconcept and the characters, it is very in lack of the systematic research. This article will explainthe profound things in a simple way, explore the train of thought of china’s community banks,and discuss the method of management and the way to reduce the risk, by introducing theexperience and present status overseas.First I will give the brief summarize of the former researches, including the concept ofcommunity bank, the comparative advantage of community bank, and the internationalexperience. Then the hardcore of this article is coming, including the strategic thought of china’scommunity banks’ development, the choice of developing mode, and the way to management.Finally I will discuss the way to keep away the risk while community banks’ growing up andhow to build the supervision framework..
