Abstract


The development of financial liberalization and globalization has enlarged the financial market’s undulation and further increased the bank management unstable factor. With the joining in World Trade Organization and the comprehensive opening arrival of financial industry with China, the influence of financial globalization for our country banking industry also can be obvious day after day. The bank only strengthens the construction of core competitive power, can in an impregnable position in the competition. The risk management ability is a manifesting of the core competitive power of commercial bank. According to of New Basel Accord, constructing enterprise-wide risk management with our country commercial bank is an important matter of our country banking industry reforms, modeling the experience of enterprise-wide risk management with overseas commercial bank.First, this article analyzes the research background and the significance of the comprehensive risk management system in our country commercial bank and inspects the basic principle and the evolution advancement of the enterprise-wide risk management in domestic and foreign commercial bank. Next, the author points out the significance for our commercial bank after combined the content and the frame of New Basel Accord and the situation of the enterprise-wide risk management with overseas commercial bank. And the author analyzes the present situation and the existence problem in the enterprise-wide risk management with our country commercial bank and points out the factor which the enterprise-wide risk management with our country commercial bank constructs. Once more, the author proposes the new tentative plan of constructing enterprise-wide risk management with our country commercial bank from the idea, the system and the technical, included the construction of the enterprise-wide risk management, the rebuild of the organizational stucuture, the rebuild of the risk management flow and the method of the risk quantification, and so on. Finally, in order to guarantee the effective movement of the enterprise-wide risk management, this article also puts forward some proposals and the safeguard measures to this enterprise-wide risk management.
