Abstract


In cities and towns, the group with low income have low economic capability and limited paying capacity, as a result, they can’t buy themselves buildings or take on lease in housing market. Further more, we find the building prices of some areas are rising rapidly, which pushes out the housing problem of the group with low income. In practice of the supply in housing market, due to the particularity of commercial housing and the asymmetry of the demand information in housing market, it’s hardly to form a good and effective housing supply system with the macket’s self control. So, the government try his best to advance the housing support policy all over the country, attempt to solve the family housing problems of the group with low income in cities and towns, and to ensure they have the basic housing right. Carrying out the housing support policy is an important content in the government’s public serving, and is a important project of people’s living. The support housing supply of families with low income in cities and towns mainly depend on the guiding of government, so the administrative action of government is the key to solve the housing problems of families with low income in cities and towns. But while carrying out the housing support policy, because the complex factors make different requirements in families with low income in cities and towns ,and also because of the concernment、policy climate and fund are different in every local government, there are many problems in the housing support supply: the lacking of land supply、construction fund, the unreasonable of area layout, and the inconvenience of life, and so on.This article bases on the theories of housing resource deploy、housing effective supply、housing income balance, and conbines the applying situation of housing support in Zengcheng City, elaborates the concerning contents and definition of housing support, and then positively analyses the ture situation of housing support of the families with low income in Zengcheng City. Then, finds out the problem of the applying situation of housing support in Zengcheng City, and summarizes the experience of housing support supply system abroad and effective behaviors domestic, then we can use the way of comparing and analysing, to bring out a countermeasure or advice to complete the housing support supply system of the families with low income in Zengcheng City at last.
