Abstract


The events of September 11 brought to the U.S. a hard lesson , so that the United States will have to rethink the development of its national security strategy . The United States determine that international terrorism has become a major threat in the United States , the fight against terrorism has become the primary task of American foreign policy . 9.11 after the formation of the U.S. anti-terrorism policy , content , features what the predicament faced by the anti-terrorism policy of the United States which , this article will focus on these issues for a more systematic and comprehensive exposition and analysis . First, this paper analyzes the U.S. anti-terrorism as the primary task of foreign policy background . Think to 9.11 international terrorism after some new changes , the scope of the globalization of international terrorist activities , the use of high technology to make it more difficult to defend as well as religious, racial and other forms of terrorist activities to the front . The events of September 11 had a huge impact on the United States , the United States analyzed the security environment in the United States in the post-11 September . The United States believes that terrorism , and weapons of mass destruction and other non-traditional security threats have become a major threat in the United States . United States anti-terrorism is the primary task of the foreign policy . Secondly, this paper discusses the main content of 9.11 after the U.S. counter-terrorism policy , and the main features . The main contents as follows: to strengthen homeland security, counter- proliferation of weapons of mass destruction , military to combat terrorism , strengthen the Greater Middle East democratization process , the organization of the international anti-terrorist coalition . Characteristics of the performance of the U.S. anti-terrorism policy : unilateralism bright , highlighting the strategic offensive , focusing on the penetration of ideology . Thirdly , the paper analyzes the difficulties faced by the anti-terrorism policy of the United States , mainly as a double standard in the counter-terrorism policy of the United States in counter-terrorism policy of hegemony and unilateral attempt . These directly undermine the effectiveness of U.S. counter-terrorism policy . Finally, we believe that America is to be truly effective in the fight against terrorism , we must have a clear understanding of terrorism , to strengthen the dominant position of the United Nations , rather than blindly \The only way to be truly effective in combating terrorism .
