Abstract


In recent years, China's real estate prices continued to rise, common in low-income families to bear can not afford high prices can not meet the demand for housing. Government, as the organizers of the macro-control, the responsibility to protect the market can not solve the housing problems of low-income families. Limit housing policy formally introduced by the state in 2006, is a means of macroeconomic control countries to stabilize prices and resolve the housing problem of the sandwich. This paper attempts through the background of the system the research limit housing policy, the formation process of the implementation of the policy limit room and limit housing construction status quo, to explore the existing problems in the implementation of the policy limit room, and the limit housing policies from the theory of housing security this point of analysis, trying to put forward further adjust and improve the limit housing policy recommendations, the policy mind can be achieved. Paper is divided into five parts, each part as follows: the first part of the Analysis of the trajectory of China's housing reform, analysis of the growth characteristics of the actual price of the real estate market in China, combined with the protection of our existing housing practice, the theory of domestic and foreign security housing theoretical overview and proposed this study. The second part of the background of the housing security system, the basic requirements of the basic connotation and establish elaborate. Focus on reviewing the historical evolution of China's urban housing security system, summarized the issues and the challenges currently presented. Third part, to clarify the nature and location of the housing price, analysis over the limit housing construction status quo, including the distribution of project status and location; explore the problems of our limit housing construction practices, including the loss of price advantage, the location choice less scientific, the absence of monitoring the quality of the construction of low-quality problems, analyze the reasons and problems. The fourth part of the world housing security system model and the Enlightenment to China. This part of the analysis of the experience of the world's major countries and regions in the development process of the housing security system, and thus provide a useful reference model for the establishment and improvement of China's housing security system. The fifth part, the analysis of the current situation and problems of limit housing construction on the basis of the proposed the adjustment limit room policy ideas. The main conclusions of this paper is to limit housing policy is in line with China's national conditions and effective real estate macro-control measures should be included in China's housing security system, the deepening of China's macro-control of the real estate market a powerful means to reach the goal of stabilizing housing prices, thus contributing to social stability, and ensure the smooth progress of China's modernization.
