Abstract

In recent years, environmental issues became a prominent problem. Due to global warming and environmental degradation, human civilization is faced with a historic challenge and opportunity. The 17th Party Congress proposed to build an ecological civilization:protecting environment and achieving harmonious development between man and nature are the core of ecological civilization. In addition, experts in many fields consider that we need to develop low-carbon economy to change the mode of economic growth in the part of industrial civilization. Under the background of low-carbon economy and ecological civilization, the research of Environmental Pollution Liability Insurance is very new subject, which is the important part of achieving sustainable economic development in the environmental economic policy systemAt present, China started to pay attention and use economic instruments to enhance environmental protection. Because of the importance of environmental protection, pollution prevention and treatment after the occurrence of environmental pollution, especially environmental tort and liability issues caused by environmental pollution are brought to our attention. With the development of society, more and more social units have links with environment, and they are active or passive participation in things to the environment, which will be faced with environmental responsibility problem. Accountability for the environment often have to pay huge compensation or fine, even may result in bankruptcies of corporate and other social units, which is bad for economy security and environmental protection. Thus, under this background and social expectation, the State Council clearly stated, "research and establish the Environmental Pollution Liability Insurance", which is issued in the thirty-ninth article of "a comprehensive energy reduction program of work" in 2007. After that, the insurance company had a new combination of economic instruments for environmental protection-Environmental Pollution Liability Insurance. China’s current Environmental Pollution Liability Insurance is still in infancy. To accelerate the establishment of environmental pollution liability insurance system, the State Environmental Protection Administration and China Insurance Regulatory Commission form a joint research group went to Jilin and Zhejiang Province to carry out environmental pollution liability insurance issues related to an investigation in April 2007. Research group considered that Environmental Pollution Liability Insurance system as a new system, currently does not have fully opened conditions in China, and should choose certain key industries and areas as the first pilots to accumulate experience, and gradually improve the supporting policies and conditions for implementation to steady progress. Based on the above considerations, the paper of Environmental Pollution Liability Insurance on the priority areas selected for priority research. First, this study of Environmental Pollution Liability Insurance systerm were outlined, this section describes the concept of Environmental Pollution Liability Insurance and foreign Environmental Pollution Liability Insurance system. Secondly, we explore the Environmental Pollution Liability Insurance of the introduction, in this part, we first to discuss Environmental Pollution Liability Insurance, and then the Environmental Pollution Liability Insurance in the pilot phase of the two made a summary of the situation, and that responsibility for environmental pollution problems in the pilot. Thirdly, the paper is based on the theory of Environmental Kuznets Curve (EKC), individually analyze the environmental quality of China’s central and western impact factors, and then provide the basis for the priority of Environmental Pollution Liability Insurance in the part of the development of regional choice. The environmental quality of the text selected in the provinces factors of industrial wastewater, industrial sulfur dioxide, industrial smoke and industrial dust and industrial solid waste emissions, not only in this part of the environmental quality factors describe the extent of analysis, and various provinces in China environmental quality factors that the Environmental Kuznets Curve (EKC) test. The last part, under the basis of the previous chapter, aim at the environmental quality for different types of factors, the choice has selected Environmental Pollution Liability Insurance of priority development area.
