The Establishment of Technology System and Countermeasures for Improving Agricultural Cleaner Production in Zhejiang Province

Abstract


Rapid development of intensive farming and heavy application of agricultural chemicals resulted in degradation of agricultural resources and pollution of agricultural environments, and thus impacted agricultural sustainable development and mankind’ health. Recently, agriculture in the Zhejiang province was rapidly developed at the cost of significant degradation in ecology, environment and natural resources. Agricultural non-point pollution can widely occur in different lands and pose a long-term effect on the environments. It is difficult to solve the non-point pollution using the end treatment. Therefore, developing agricultural cleaner production has become main trend of agricultural production in the world, and it also can improve agricultural progress of China in the new century.Based on analysis of status and problems of agricultural cleaner production, and limitary factors affecting implement of cleaner production in Zhejiang province, the paper discussed main superiority conditions on ecological construction, current technology models, and relative policies for improving agricultural cleaner production. It was suggested that establishment of technology system for improving agricultural cleaner production needed to comprehensively assemble several technologies, including standardization production technology, monitoring technology of agricultural product quality safety, technologies for developing substitute products of agricultural chemicals and effective utilization of agricultural resources, technologies for restoring production environment and soil fertility, technologies for transforming agricultural wastes to resources and connecting different agricultural industrials, and agricultural information technology. The countermeasures for improving agricultural cleaner production were also discussed. In order to improve agricultural cleaner production, it is necessary to speed up the adjustment of agricultural production structure and progress of agricultural technologies, make planning of cleaner production and policies for carrying out cleaner production, strength legislation and enforce the law of cleaner production, develop key markets of cleaner production, drive industrial management of agricultural cleaner production, increase training and education of peoples on cleaner production by demonstration in different ways.
