Abstract


With the economic crisis occurred more frequently, its sphere of influence is more and more widespread. At present, the Chinese economic system connect more closely with the world economic system. So some major practical problems such as the analysis of the economic crisis cause, policy options and adjustment etc are urgently needed to be solved.This article research the importance of the macroeconomic factors which act through fiscal and monetary policies and explore the transmission mechanism of the fiscal and monetary that may affect the policy impact of the two financial crises. Using the monthly economic and financial data from January 1998 to May 2010, it empirical analysis the function of the country’s fiscal and monetary policy effectiveness use VAR models and impulse response,the result shows that:the fiscal and monetary policy is different in the control areas and function, for the financial crisis in the national economy which need to be resolved by using the coordination of many policies such as monetary policy, fiscal policy, industrial policy and so on.This article is based on the existing research of domestic and foreign scholars and combines our country’s actual situation. This article has a systemic discussion and empirical analysis of the Chinese policy effectiveness after the two crises by using the method of comparative analysis and realistic analysis, theoretical and empirical analysis.This article breaks through the conventional research, systematicly and comprehensive comparative analysis the financial crisis from the whole process of crisis. It analyzes the effectiveness of fiscal policy and monetary policy base on VAR model, it has a comparative analysis of the fiscal policy and monetary policy. This systematic thinking of comparative analysis laids the foundation of scientificalness of the thesis.The main points are as follows:1. It presents the research background and significance of the topic of this paper.2. It analyzes the effectiveness of different model validated policies,focusing on the collection and empirical analysis of fiscal and monetary policy.3. It analyzes in details the reason of the Asia economic crisis and the loan crisis. It proposes the suggestion about how to manage the economic crisis in our country after comparing the reason of the occured crisis.4. After the Asian financial crisis and the Loan crisis, our country has adopted different policies and compared the different domestic and international background in horizontal and vertical way after the policies have been put forward.5. It explains very clearly an empirical analysis of the VAR model in use. It analyzes the effectiveness of the policy of the Asian financial crisis and the loan crisis. Finally, it comparatively studies the results of the empirical analysis of the two crises.6. Put forward some suggestions of improvement for handling the crisis..
