Abstract


With Chinese reform and opening up 30 years, national economy has been improved by leaps and bounds, and balance international payments scale construction has been changed a lot, especially in 1999-2008, Chinese international payments is often a special kind of "double surpluses" structure, and this trend continues to expand, this kind of phenomenon is worth pondering.By the end of 2008, Chinese trade surplus has reached 426.107 billion, up 14.6% than in 2007. Capital and financial projects surplus decreased, though has reached its lowest level since 2001, but is still a big number. That international payment surplus continued to expand is the result of that interaction of various factors are integrated, it is not only reflects our international macroeconomic environment changes, Chinese foreign economic development level in China, also reflects the economic structure and the development and change of the industry, our international payments related policy adjustment and implementation.At the same time, the continued expansion of international payments surplus pattern on the effective implementation of Chinese monetary policy has adverse effects, to the whole Chinese macroeconomic regulation has brought the difficulty. And the continued expansion of international payments surplus situation, make some economic frictions at our country in international economic trade process in recent years, and hamper Chinese foreign economic the long-term and sustainable growth.Therefore, this paper firstly through a series of data collection and data processing industry, Chinese international payment surplus that behind the root of the industrial structure of Chinese economic problems. Because of this, the industrial structure of economic problems in the international division of labor in China at the bottom position, a large number of foreign direct investment in raw material processing industry and labor-intensive industries in China, international payments surplus has conduction and amplification.Secondly, the paper through establishing econometric model, find that to promote the development of Chinese service industries, to increase the service trade export, can improve Chinese international payments surplus status. At the same time, further use empirical proof of foreign direct investment in China international payment surplus.Finally, China should develop capital-intensive and technology-intensive industries and promote the development of service industry, and proposed the corresponding countermeasure thinking, through economic adjustment of industrial structure, to improve our current international payment surplus.
