Abstract


Small and medium commercial banks in China are rapidly expanding and gradually mature. They face competition from five state-owned commercial banks, rural cooperative banks and foreign banks. Confined to small business networks and low brand recognition, they almostly choice public business and make company business as main source of profit. So business client managers become important resources for small and medium banks to operate normally.Contrary to the operation mode of small and medium banks, the article determined business account manager of public as the main study object. Putting forward banks’ candidate factors to account manager of public competency model by behavioral event interviews and survey, it revealed account manager of public competency model in small and medium banks. Six lever 1 factors and twenty lever 2 factors conclude market expending ability, job characteristics, professional ethics, crisis response capabilities, professional development motion and professionalism and so on. The model can be as basic material of Human Resource Management(HRM), which focus on account manager of public. Then it analyzed the application of the competence model in HRM, which includes human resource planning, recruitment, training management, and performance management, compensation management and career planning and so on based on the competency model. The model can effectively guide the HRM process focus on account manager of public in small and medium banks.Past research of competency model are mainly reflected at the theoretical level and emphasize on the process of building competency model. The article emphasised on practical application of the model. It proposed a lot of methods and perspectives while fully discussed the application of the competency model in recruitment, training and performance appraisal.
