Agriculture is an stabilizing the people’s strategic industry. There is no agricultural modernization, there will be no modernization of the State. There is no prosperity in rural areas, there is no national prosperity. There is no well-off farmers there is no well-off people across the country.Among 30 years of reforming and opening up, China has made great achievements in the economy, However, even under the extraordinary achievements there are also great potential crisis.Similarly, Economic and social development in Fujian Province was also such situation exists,such as,economic structure unreasonable, urban and rural economic and social development unbalance,farmers got sustaining increasing income difficulty and so on. Sustaining increasing income got difficulty, Inadequate investment in rural product, which have seriously influenced China’s agricultural development. Under such a background,taking constructing the financial system of agricultral land as the research object, with a view to sovle the funding problems of agricultural production in Fujian by issuing land bonds with land using rights as collateral,and promote the agricultral and rural economic development in Fujian. This thesis is comprised of the following six parts:In the first part, the author briefly explains some questions, such as the background and the intention of this thesis, the content, method and object of this research.In the second part,on the basis of defining the concept of land financial, then elaborates the theoretical basis of constructing the financial system of agricultral land.In the third part,comparing the financial system of agricultural land of the developed country,summed up a number of common features,then got the inspiration in constructing the financial system of agricultural land in Fujian.In the forth part, On the one hand,demonstrating that constucting financial system of agricutural land is feasibility.on the other hand,through the data obtained by questionnaire,establishing a logistic model which contain that farmers choice the financial system of agricultural land or not. In the fifth part, proposing definite plan in constucting financial system of agricutural land meeting the situation of Fujian province,which contain the constructing financial system of agricutural land’s Prerequisite、Principles、Organization system construction and Specific operational.In the sixth part,pointed out that some issue should be improved in the process of constucting financial system of agricutural land,such as ,establishing Legal Security System of financial land and efficicent Regulartory System,developing rural insurance and rural social security system and setting up a scientific land evaluation system and so on.
