Abstract


From the perspective of industry, the process of a country’s economic development is the upgrading and optimizing of the industrial structure.In one country, some industries are usually transferred from developed areas to developing areas for better overall development. Generally speaking, regional industrial transfer will greatly promote the economic development of both the roll-off area and recipient areas, promoting the regional advantages, strengthening the regional economy’s cooperation and complementation, and impelling the non-equilibrium coordinated development of the country’s economy. Take Guangdong Province(GD) for example, with rapid economic growth, the development gap of Zhujiang River Delta Area and the West, the East GD and the North GD has been expanding increasingly, thus restricting the overall efficiency of GD economic development. As regional industry transfer makes an important tool for the equal development in regional economy, such transfer has attracted both the government’s and some experts’close attention. Therefore, it makes a realistic and challenging task for us to offer a possible solution to regional industrial transfer in order to achieve the sustainable development of GD’s economy.According to related theories and the developed features in GD, Zhujiang River Delta Area’s industry should be transferred to the West, the East GD and the North GD respectively. However it is not the case at present. The recent industry transfer still stays at the first period at a small size and scale. Given this, the present theme--"Research on the fiscal policies of GD’s Regional Industry Transfer" proves both important and valuable. The present research has its emphasis on the main problems and the situation of GD’s regional industry transfer. On this basis, it will go on to explore excellent fiscal policies to promote such industry transfer.The logic train of thought in the present research are as follows:to summarize and analyze the related theories of industrial transfer, to discuss about the relationship of regional industry transfer and fiscal policies, to elaborate on both the status quo of and the cause of such industrial transfer, and to analyze the effect of the industrial transfer. In the end, the research will offer some tentative plans and advice for the West, the East and the North GD areas to make the best use of the recent opportunities, giving a good investment environment and offering proper fiscal policies to promote the recipient industry transfer.
