Abstract


Peasant-worker citizenized question has already become the hot spot and the focal pointin the society, it is the main part of “three agricultural question”, and it also has greatsignificance in planning the development of city and countryside’s economic, constructing theharmonious society, promoting the development of the farmers and expanding Party’s classfoundation. Central authorities has already appeared related policies to accelerate thepeasant-worker citizenized, however, because of the policy, economy, society and farmers’own problem, the peasant-worker citizenized question is still slow. This article analyzes therestriction factors in peasant-worker citizenized question, the author thinks that theserestriction factors are the offspring of practicing dual economic system for a long time in ourcountry, since long ago, the city residents have obtained the vested interest because of thehousehold register system and other systems grown from it. However, the peasant-workercitizenized question has threatened the vest interest of city residents, even if it does moregood than harm, and also has great significance for the development of the society, for thispoint, the city residents can not deny, but they still hold the negative attitude to thepeasant-worker citizenized question, in order to defend their vested interest, they help to formthe prejudice policy to repel the peasant-worker through affecting the policy formulationprocess in local government. This article divides the city residents into the power and theordinary according to different vested interest they get, and through the gambling analysisbetween the central authorities and the local governments, it puts forward the reasons forimplementing with difficulty to the peasant-worker citizenized question, and by gamblinganalysis between the local government and the peasant-worker, it illustrates that how the cityresidents influence the policy’s formulation and implementation by affecting the decisions ofthe power. And on the basis of this, it seeks for all kinds of measures that can attenuate eachkind of vested interest, finally from angle of vested interest to get measures to sweep thehinders for peasant-worker citizenized question.
