Abstract


As one kind of world front’s management theory, the coming out of the learning organizations management theory caused the universal attention of many governments in the world. As for the tax authorities, the most important topic it has to confront is how to adapt itself to the request of knowledge economy and how to construct learning tax authorities. From the beginning of 2003, according to the requests and deployments --“establishing learning organizations, trying to be a knowledge staff”--of the national nine ministries and commissions and the province’s Z-9 departments, Handan tax bureau has been exploring all kinds of ways and means to establish learning organizations positively, and meanwhile with the comprehensive promotion of learning capacity and innovation ability of Handan land tax cadres and workers’, it has gone out a way of strengthening tax by talents.This article empowers the creation mode an original name—"learning tree" organization model. The basic framework of the model is: with three programmatic document for root (the learning organizations planning Act, the personal vision plan "," learning organization assessment system "). with six learning mechanism for trunk (education and training system, input protection mechanisms, human motivation, restricting the work of the steering mechanism, learning, collective learning mechanism). Innovation forms, rich vectors for leaves. To change the thinking and improve the quality for fruit.Based on the systematic research in the foundation frame of Handan Tax Bureau learning organizations, and by establishing and explaining the model“learning trees”, and summing up and carding about specific ways of the constructive foundation of Handan Tax bureau, the common prospect, and the study mechanism, this article has promulgated the ways of how to found the learning administrative department in Handan Tax Bureau.
