Abstract


China is speeding up transformation of economic development in the crucial period now, the science and technology(S&T) progress is the country’s main source of economic growth. In a business-oriented, market-oriented, a combination of research and technological innovation system, the enterprises are the main activities of S&T innovation, government plays an important role in technological innovation is the dominant society. Finance funds of S&T are important and effective tool in one of the means way, the Government through direct investment in technology to the enterprise funds for enterprises to increase R & D efforts, to universities, research organizations in the technology spillover funds to stimulate innovation vitality. Therefore, from the theoretical and empirical perspective reveals financial technology investment and business investment within the contact mechanism, and how to more effectively and funding of Local Government funding in the induction of technology in enterprises, and improve the capability of independent innovation, appears in the current urgent and very practical significance.Purpose of study of this paper is to analyze the financial technology investment in Hebei Province on the impact of enterprise technology investment. For subject characteristics, through cointegration and Granger causality test, measurement of capital investment the Government’s financial technology investment enterprise technology combined effects were studied further direct government funding to science and technology enterprises, research institutions investment, investment and other universities on business investment promotion and science and technology lag.This paper reviews the domestic and foreign scholars on the impact of the financial technology investment business R&D activities based on main points, based on financial science and technology investment in Hebei province and configuration status, analysis of financial technology investment in Hebei province science and technology investment in the enterprise induced effects; then proposed induction of the Hebei provincial government enterprise technology investment policy recommendations. This article has combed the domestic and foreign scholars about in the financial science and technology funding invested influence enterprise research and development activity major point foundation, based on the Hebei Province finance science and technology funding invested and the disposition present situation, the analysis has discussed the Hebei Province finance science and technology funding invested to the enterprise science and technology funding invested inductive effect; Then proposed that the Hebei provincial government induces the enterprise science and technology funding invested the policy suggestion.Through summarizing both the domestic and foreign draws the conclusion about the influence of government finance science and technology funding invested to the enterprise invested research: In macroscopic stratification plane, government financial technology which funds to the enterprise technological capital investment has induced effects. Through obtains to Hebei Province’s empirical analysis: Total amount of financial investment in Hebei Province science and technology has improved significantly, but there are still missing in the input configuration.
