Abstract


The convention and exhibition industry is high-output and high-profit. Many countries and regions pay more and more attention to this industry. The local government plays an important role during the development. In China, many local governments don’t realize the proper role that they should play. Their too many interventions block the development of the convention and exhibition industry.First of all, this paper analyzes the three main modes of large-scale exhibition:one is the level mode of operation which represented by the United States;one is the vertical mode of operation represented by Japan and Germany;and the third one is integrated operation represented by France and Hong Kong.Secondly, this paper deeply analyzes the advanced experience of Germany, Singapore and Hong Kong’s governments in managing exhibition industry, in order to provide reference for the management of China’s exhibition industry.Thirdly, for the status of China’s exhibition industry’s management,this paper discusses the roles which China’s local governments should play in the development of exhibition industry. In the initial stage of development of exhibition industry, local governments should play a role in encouraging and regulating, and in the mature stage, local governments should play the role of assistance and advocacy.Finally, this paper establishes a model which local governments shuoud play in the the early and maturity stage of development.
