Abstract


The water is self-evident to human and even the entire ecosystem importance. However, water resources on the Earth are extremely limitedly. Since the humanity not rational use and the serious pollution, the water resources supply and demand contradictory intensifies day by day. For 21th century, along with our country economy development, the water resources sustainable use already becomes the economic society sustainable development foundational, the overall situation and the strategic question. Alleviating the water resources supply and demand contradictory, management is the key. And above all, the system is the foundation and the important determining factor. Therefore, establishing a reasonable water resources management system is the urgent matter. This article is for the purpose of giving some suggestions to consummate our country present water resources management system.The water resources management system must conform to the management object character, therefore the first part is water resource smanagement basic theory research. First, limit water resources connotation and the characteristic. Then point out water resources management connotation and from the economic, the legal science, the environmental science three angles of view explain water resource management rationale. Finally, limit water resources management system which this article studies in as water resources management organizations and agencies and its jurisdiction division. Through thorough analysis, elaborate the legal significance of constructing water resources management system.The second part is research of foreign country water resource s management system. First, pointed out the core question in establishing water resources management organizational structure in the various countries is dividing power. Next, carry on the key analysis to French and England’s water resources management system content and the characteristic, and summarize some common experiences for our country to refer to.The third part is analyzing our country present water resources management system. First outline the development course of our country water resourcesmanagement system. Next, from the national level and the basin level elaborate under our country present water resources management system the main organization establishment and the jurisdiction division. Third, thoroughly analyze our country present water resources management system’s problem. Finally, expound the root of these problems is legislation.The last part proposes some tentative plans in consummating our country water resources management system. First, clear about the guiding ideology is integrated management, and proves it from the water resources as the resources general character and its own character as well as the objective reality of our country two aspects the necessity and the feasibility. Then propos three principles, namely efficiency principle, coordinated principle, democratic policy-making principle. Third, emphasize the premise of consummating water resources management system is legislation. Finally, propose the consummation water resources management system concrete plan in view of the national level and the basin level.
