Abstract


In 2010, a file that "on the city and the state-owned mining shantytowns working implementation of views" (LGI [2010] No.147) file was issued by Lan zhou Municipal People’s Government. The file requires clearly increasing the shantytowns accelerating the progress of the shantytowns,striving to transform 4.5 million square meters of squatter settlements in three years and improving clearly the condition of shantytowns housing.In 2010, Lan zhou State-Investment Corporation was the main responsibility of the largest shantytowns reconstruction municipal enterprises. The company started a total of 15 ramshackle shantytowns reconstruction projects and low-rent housing projects with a total construction area of 1,235,700 square meters (including public and other construction),14,821 sets of houses, the total investment of 3.223 billion yuan. There are some problems:larger Difficulty in the demolition, unavailable government subsidy funds, lacking of financial instruments and other difficulties. So, a serious shortage of funds is needed for construction projects, project it is difficult for financing. In this research, Took Lan zhou State-Investment Corporation shantytowns as an example, learned from the good experience on the financing of shantytowns, analysis financing problems and provided suggestions.1. improve sales of affordable housing and return quickly funds; 2. accelerate building loan fund pilots and broaden the financing channels; 3. issue corporate bonds.From above several aspects, The paper discussed the solution to financing of Lan zhou Investment Company shantytowns municipal enterprises.
