With the globalization of economy and the development of informatization, Service outsourcing gradually become an effective strategic choice, which helps multinational companies coping with the operation and competitive environment change. Through the Service outsourcing---a new business strategy management pattern, the enterprise can make full use of global resources, and outsource its non-core business outsource service. So the enterprises can not only achieve the maximum economic benefits, but can also enhance core competitiveness effectively. As one of the first several national service outsourcing base cities, Dalian is attracting more and more international and domestic Service outsourcing. Because Service outsourcing can develop local economy greatly, it’s necessary to research Service outsourcing meaning, influence factors, development trend, and make the corresponding policies and measures to increase local economic development. Based on the economic globalization and new industrial transfer as a background, and also based on the Service outsourcing as the research object, aiming at Dalian undertake Service outsourcing competitiveness problem, this article makes a research; besides, according to the results, the article puts forward reasonable Suggestions.This article is divided into six parts. The first chapter is the introduction. It mainly introduces the background, significance of Service outsourcing, general situation of domestic and international research, research contents and methods. The second chapter is summary and theoretical foundation of Service outsourcing, its main parts are basic knowledge, theoretical basis, and the comprehensive introduction for Service outsourcing. This article also analyzes the connotation of Service outsourcing developing, and enables us to know this new business model clearly. The third chapter gives detailed introduces about the domestic and international Service outsourcing, and the current development present situation. Through comparing, it summarizes development and advantages of the major Service outsourcing, and make further generation that current Service outsourcing development tendency. Secondly, from two aspects of the information technology outsourcing and business process outsourcing, the article introduces to undertake Service outsourcing market situation and characteristics. At last, it introduces Dalian Service outsourcing in recent years, collecting and arranging related data of Dalian Service outsourcing. Through the analysis, it can be seen that the Service outsourcing plays an important role in Dalian, economic development. Through SWOT method, the fourth chapter analyzes strengths, weaknesses, opportunities and threats of Dalian Service outsourcing industry development. In the fifth chapter, the article builds the evaluation index system model. Through the Factor analysis, we make quantitative analysis about the competitiveness of 16 service outsourcing demonstration cities, including Dalian. Based on the analysis above, aiming at improving Dalian Service outsourcing competition, the sixth chapter puts forward countermeasures from three aspects.
