Abstract


Private enterprises have been the main part of the economic development of Liaoning. But they meet many difficulties in the process of financing which prevent the development of private economy. Thus how to help them financing by going public would be of real significance in the Reconstruction of North-east Industry.This article found the problems financing by going public of Liaoning private enterprises by the contrast of Liaoning and Zhejiang private enterprises. They are the fewer amounts of listed enterprises, the low financing sum and the bad market performance of the listed ones and so on. The main reason is as follow. Firstly Liaoning private enterprises fall behind in corporate governance structure. Secondly the economic type of enterprises is outdated. At last the amount of high-tech enterprise is few and the development environment of private enterprises need be improved.This article mainly analyzes the style of going public directly and indirectly. At the same time, it introduces the three steps in going public directly and the claim attention problem in every step. Besides, it analyzes the principle of selecting Shell Company and the design of the model buying Shell Company. Then it introduces the condition, characteristic and preference of several main stock markets in world. Besides, we analyze the America, Hongkong and Singapore stock markets in entering condition, entering cost, controlling styles, delisted rules and disclosing information by the method of comparative analysis. Then we make the model of market choice for private enterprises going public by AHP in order to show reference to Liaoning private enterprises going public. Through the analysis and contrast mentioned above I think the advantageous stock market to Liaoning private enterprises is the second board market overseas and it is the SESDAQ which is fit to the small and medium enterprises going public.In the methods and measures of resolving the problem going public of Liaoning private enterprises we proposes several opinions and policies, i.e. the government should strengthen theguidance for private enterprises going public. Then, they should bring forth new ideas of institution to support civil stock market and cut down the cost going public by reform. Besides, they need help enterprises avoid the risk of buying shells and develop reserve resources. At last Liaoning private enterprises should improve corporate governance structure and erect scientific management system and so on.
